I searched http://keyserver.ubuntu.com:11371/ for your email address and it
seems that you have not successfully uploaded your key.
Did you use the ubuntupaul at gmail.com email address to register your OpenPGP
key? If yes, please do the following in a terminal window:

 gpg --fingerprint ubuntupaul at gmail.com

The output of this command should be similar to:

$ gpg --fingerprint matsubara at async.com.br
pub   1024D/767E56BC 2005-09-20
      Key fingerprint = D2F3 FFFF EFD0 EA98 CC55  E958 8824 35E4 767E 56BC
      uid                  Diogo Matsubara <diogo.matsubara at canonical.com>
      uid                  Diogo Matsubara <matsubara at async.com.br>


After that you should:

 gpg --keyserver keyserver.ubuntu.com --send-key <key-id>

where <key-id> is the last eight characters from your fingerprint without
spaces.

You should see a output similar to this:
$ gpg --send-key 767E56BC
gpg: sending key 767E56BC to hkp server keyserver.ubuntu.com

After that you can try to upload your key again here:
https://launchpad.net/people/pauldebaat/+editpgpkeys
enter your key fingerprint and click on "Import key".

I'll also update the error messages to be more clear about what you should do.
