When I run GPG to try and verify that signature, it says that it was
signed with key ID 352B9B48, which I can't find on the keyserver.
Looking at your Launchpad account page, you have registered the key
840858DD:

    pub   1024D/840858DD 2006-10-15
    uid                  Paul De Baat <ubuntupaul at gmail.com>
    sub   2048g/E82A74E0 2006-10-15

For a code of conduct signature to be accepted, it must have been made
with a key registered to your account.  So you have two options:

 * upload and register your 352B9B48 key and resubmit the code of
conduct signature
 * sign the code of conduct with your 840858DD key.

If this is your first time using PGP and you haven't used your
352B9B48 key, it might be easier to ignore it and go with the 840858DD
key (i.e. the second option).  There are two options:

 * invoke gpg as "gpg -u 840858DD --clearsign filename"
 * delete the 352B9B48 key from the keyring with "gpg
--delete-secret-and-public-key 352B9B48".  Keep in mind that you won't
be able to decrypt anything encrypted with the key if you do this, so
take the first option if that is the case.
