Filing bugs against kdebase instead of konqueror is counter intuitive.

D'oh! Obviously you can then. Here are the steps I went through though.

I went to:
https://launchpad.net/distros/ubuntu/
and searched for package konqueror:
https://launchpad.net/distros/ubuntu/+search?text=konqueror

As there was no konqueror in the results I went through to kdebase, and hit 
the link "report a bug".
