wishlist: public whiteboard on branch pages

Two bugs, you mean -- one for the edit permission for product owner, and
one for historical changes on whiteboards?

Tracking history in our objects is hard. Our bug history is very poor,
and the right way to fix it would be to unify actions, events and
history. Unfortunately this is a project I'm not sure we're going to
tackle in the near future.
