The status of this import is documented on this wiki page:

We plan to improve the error reporting in Launchpad so this wiki will no
longer be necessary, but it is the current stopgap solution.

Thank you for looking up the details, this is appreciated.

svn:ignore should have no impact on imports, since it appears to be the
svn equivalent of .bzrignore. It only affects operations like "svn
status", "svn add" and "svn import", and not the structure of the
repository.

I learned a bit about externals, and it looks like the import system can
just safely ignore them (for the time being, we may want to support them
when bzr nested tree support is implemented). Previously, I suspected
them just because I had no clue.

Now, I strongly suspect all those errors are due to a logic bug in the
handling of delete and replace actions simultaneous with a copy or
rename. I would like to test that theory (with a bugfix) but the
conversion code is undergoing a large transition (removal of GNU Arch
support) so I cannot do it right now. Expect some news in a month.

We plan to release that code, and I tried to get agreement on a timeline
for that, unfortunately Martin Pool has been on leave for a week, and
will be on leave for one more week, and I need his input.
