merging identities on launchpad

Hmmmm. What do you mean by deactivated?

If you have access to the email address registered on the old Launchpad
account, you should be able to merge it into your current one [1]. If you
don't have access to that email address then you'll have to file a support
request on launchpad [2], detailing the accounts you want to combine.
