People who use ShipIt currently need to register in Launchpad.

People who get lost in Launchpad may get to
<https://launchpad.net/feedback>, and from there to
<http://lists.canonical.com/mailman/listinfo/launchpad-users>.

People who don't know English may be able to fill out the subscription 
form on that page, without understanding what "THIS LIST IS NOT FOR 
REQUESTING UBUNTU CDS" means.

Each of those steps is pretty unlikely, but then, a *lot* of people use 
ShipIt.

This problem may be fixed soon with changes to ShipIt.
