I agree. We're working on various ways to reduce the amount of vertical 
space taken up by the header.

We need global navigation to take into account people who arrive at a 
deep Launchpad page via a search engine (unlike most Bugzilla 
installations, Launchpad is indexed by search engines) or a link in an 
e-mail message or IRC channel.

Personally I think we have a bit too much global navigation, but that 
the login details and location bar are the most important parts.
