changing the user assigned to an issue in mass

For 600 reports it would indeed be faster (and more enjoyable) to
write a script that parses the bug numbers out of the /+subscribedbugs
bug page (bughelper should even be able to do that out of the box) and
generating Malone email commands for mass-reassignment.
