Fair enough, but fixing that is a little more complicated than it 
appears. If we did that we'd need to move the "Save Changes" button out 
of that section too, because (with a few exceptions that don't apply 
here) a submit button should be underneath all the controls that it 
operates on, so it should stay underneath the checkbox.

But if we did that, that "Save Changes" button would be visible by 
default, so people would think that it saved any status changes they 
made to the bug report. But it doesn't, because currently they're all 
separate HTML forms. (That's why each row of the "Affects" table has 
its own comment field and its own "Save Changes" button.)

This is all a bit of a mess. :-) The first step to fixing it is to 
combine all those HTML forms into a single form. I've reported this as 
a bug. <https://launchpad.net/bugs/88172> When that's done we can make 
subscribing to a bug report an optional part of whatever else you're 
doing on the bug page.
