[bughelper] Local caching of bug attachments

Hello everybody,

I just committed a patch to ~dholbach/bughelper/bughelper.dev which
saves bug attachments (with content-type text/plain) to
~/.bughelper/attachments-cache/, so they're not downloaded over and over
again.
