New packages need to be examined by the archive administrators first
and thus are held in a queue. Depending on how large and complex the
package is, and how much other stuff is in the queue, this might take
a few days up to a few weeks.
Quite a lot of packages never hit the archive at all, since they are
not legally redistributable or have other licensing problems. In that
case, the uploader is notified about the reason, with
ubuntu-archive at lists.ubuntu.com in CC:.
