Using another file as a resource for suggestions

If you go to the next item, Ohio, you'll see that there are no suggestions.
(That is,
https://translations.launchpad.net/ubuntu/feisty/+source/iso-codes/+pots/iso-3166-2/km/3660/+translate)
But if you go to
https://translations.launchpad.net/ubuntu/feisty/+source/kdeedu/+pots/kgeography/km/3232/+translate
you'll see that a translation for Ohio already does exist in kgeography.
In fact, no suggestions appear for any the translated terms in kgeography
that are also in iso-3166-2 -- the 50 U.S. states, the 26 Brazilian states,
etc. (at least as far as I have been able to determine; I haven't checked
every country I know should match).
Visually the terms are identical -- Ohio and Ohio. Could a space or
something not visible be preventing a match?
