Selecting "don't know" on the guided bug filing form.

If you don't know what package the program belongs to and select that
you get nowhere. It produces an error message.
To me the implication was that I had no choice but to figure out what
package this program belongs to.
Is this supposed to work this way or is it a bug?
For the record the program is "kded" and I could not determine what
package it belongs to. an apt-file search for "kded" gave me several
options.
