Selecting "don't know" on the guided bug filing form.

That sill doesn't address the problem he had... perhaps there are others 
that "don't know" what package to file their bug against and are having the 
same problem?  Are we loosing bug reports if launchpad is not working the way 
he thought when selecting don't know?
