Launchpad down time March 9th

Hello everyone,

Apologies for today's Launchpad down time. We're upgrading our database
software and expect everything to be back online by 09:30 UTC.

Although a couple of hours of down time is a pain, the upgrade will help
us answer some common Launchpad feature requests and improve overall
performance.
