I don't know why this discussion turned to CSS, because CSS is 
unrelated to JavaScript (unless you're using Netscape 4).

That said, if it's hard to understand the structure of a Launchpad page 
without CSS, please report that as a bug. We've been pretty careful 
about using headings and other elements appropriately so that people 
using screenreaders, for example, can navigate through pages easily.
