Teams as support contacts

Hello,

We are going to change the way that Launchpad teams can be made into
support contacts for a project or distribution.

>From next week, only team administrators will be able to make their team
into a support contact. Until then, we have suspended the option to make
a team into a support contact.

This is to prevent team members from setting a team as a support contact
without the consent of the team's other members.
