The problem with signing code of conduct is it needs the GPG keys to be
in the strong set which you have illustrated & will respond to that.

Well while I have done the starting thing of uploading my GPG key to the
launchpad server I'm not so sure about how the state issued identify document
  things work out :-

For e.g. I would be happy networking with some Ubuntu launchpad user
& exchanging GPG keys but not necessarily anybody outside of it. For
I know the community somewhat & I trust Ubuntu people in some sense.
Another thing is howto use the gpg keys effectively. I've been having issues
with using FireGPG (a firefox extension ) & my questions to the same lead
me to be banned in the forum. I have also been trying to get some info. on the
same on the gnu-pg users lists & although they have been pretty helpful
quite a bit of things are beyond me. I have however tried been instrumental
in also adding a bit or two at
https://help.ubuntu.com/community/GnuPrivacyGuardHowto
Please see if I have lapsed or put anything wrong in there or could
be made better.

In fact one doesn't need to google, the same thing could be accomplished even
 within launchpad/wiki. More later.

  agree with that.

Sorry to hear that but I have mixed feelings about this one. Yes it
did make it easy to find you (felt like cyber-stalking if thats the
right word) http://www.svaksha.com/?p=91 but at the
same time I was glad to find a fellow-country men/women (sorry confused
as to what would be right there).

I have another perspective could we have something similar to UDS
(no developer here) but where passionate users, launchpad users &
all kinds of people can meet, hang out . For e.g. I don't know how many
more Shirish Agarwal's or Vid Aver's are there from India, would like to
know them.

 Agree with that.
