Close bugs automatically from package changelogs

Since launchpad is a portal towards our users, I think there is a
necessity to explain what is happening than a simple changelog like entry.

For example, mysql has some standard templates to tell their users what
versions of the software has the bug fixed.

I am not for the idea of writing long paragraphs like in debian, but I
guess we should write a couple of sentences to explain the situation.

Example text:
    Reinhard Tartler has fixed this bug in version 2.1-7ubuntu1 of the
rats source package and this bug is now marked as Fix Released. Please
comment at https://launchpad.net/bugs/63561 if you disagree.
