Translations: Upstream-Ubuntu collaboration and how Launchpad can help

Yesterday at Fosscamp I attended a discussion, led by Og Maciel, about 
improving collaboration between Ubuntu translators and upstream 
translation projects.

For those of you who haven't met him, Og Maciel is the leader of 
Ubuntu's pt-BR translation team, and a developer for Foresight Linux. 
Also present at the discussion were Troy Unrau of KDE, and Mark 
Shuttleworth.

Four main points emerged about how Launchpad can help improve 
collaboration on translations.

*   Sync more often from upstream translations into Ubuntu.

*   Make it harder to customize upstream translations in Ubuntu, and
     easier to revert from customized translations to the upstream ones.

*   Let Launchpad record contact details for each upstream's translation
     team, so that people can collaborate more easily.

*   Support any future API for submitting translations elsewhere, and
     accepting/rejecting suggestions from elsewhere.
