i386 PPA issue

Right, sorry about the langpacks.

AFAIUI, more hardware will be added soon. Given the ever increasing
popularity of PPAs, one buildd per architecture just isn't enough.

But for the short term, it would already help if the build score of
langpacks would be set lower than any other uploaded packages, so that
langpacks only use up the otherwise idle buildd time.
