I think this is blurring the line between status and workflow. Have you
considered tags? They would allow you to assemble a workflow (though not
managed by the Launchpad) that meets your team's needs I think.

Not quite that. As avid users of bzr, we commit to a branch or mainline.
All work is reviewed (along with tests) before it can be merged into
mainline. You'll often see messages like 'Fixed in RF 4123' which is
shorthand for the branch was merged into mainline rocketfuel version
4123.
