For cases where we are using OpenID for single signon for
Canonical/Ubuntu sites, you'll probably continue to need a Launchpad
account.  A Launchpad account implied a little more than a plain
OpenID:
 * that the user has a validated email address.
 * that the user's account hasn't been disabled for abusive behaviour.

By relying solely on Launchpad as the OP, sites need not perform their
own email address validation, etc.

If we do add support for external OpenIDs, it will probably be in the
form of a way to log in to your Launchpad account.  I can't offer you
any indication of when this will be implemented though.
