AIUI, Jorge did talk to the GNOME Bugzilla maintainer about this
briefly at GUADEC. Nothing concrete came out of that discussion, IIRC.
Jorge, can you elaborate on my shockingly poor memory of what you said
about that conversation?

At the moment there isn't any such flag, and I don't think we need
one. If you file a bug against a project that uses an upstream tracker
that has the plugin installed, the bug will automatically be forwarded
upstream (though this functionality is not yet enabled; we want to
test that the basics - syncing and so on - work properly before we
start pushing bugs upstream).
