It wasn't working for me, so I reported bug 195275 and tested there. To sum up,
it works, except that I was adding a debdiff which wasn't recognised as plain
text and thus it wasn't added to the comment inline, but just ignored. I had
assumed for some reason that bug 194601 was only affecting plain-text files, and
that other files which couldn't be added inline to comments would be added
normally. But they seem to be ignored.
