PPA Build Error/Tilde In Version

I was just answered about this on a similar question:
This was the answer:
The tilde (~) is used to indicate a "pre-release": "0.1~1" is less
than "0.1" (this is needed for example for alpha/beta releases and
such, version "1.0~beta1-1" of an application should be replaced by
"1.0-1" -the final version- when it's ready).
So, if you want to do some modifications to a package with version
"1.3.0-2ubuntu1", you have to use "1.3.0-2ubuntu2~ppa1" - this way it
replaces "1.3.0-2ubuntu1" but gets replaced by "1.3.0-2ubuntu2" (which
might include important security patches which you wouldn't get if you
just used the same version number, "1.3.0-2ubuntu2").
