Nuisance bug reports

I came across this report this morning:
https://bugs.launchpad.net/ubuntu/+bug/267675.

I set it to Incomplete and asked the reporter to provide more information,
on the off-chance that they might actually be trying to report a bug.
However, a short while later the same user reported this bug:
https://bugs.launchpad.net/ubuntu/+bug/267698.

It seems to me that the user is just messing around.

I'm not sure whether there is a procedure for making the Launchpad admins
aware of this.
