Not quite.

The idea behind this feature is to allow users to indicate whether a
certain bug affects them or not. When a significant number of users
enter this information, the people responsible for triaging bugs, for
example, will be to use that to determine which bugs are important to
work on, which bugs are important to many users, etc'...

The final design is still being worked on, and for now, all we offer
is the ability to record that information, but the final goal is to
have a really great and intuitive way to figure out how to rank bugs.
