new loco team problem

hey gies
I have a problem in making new maillist for my new Syrian LcoTeam.
I emailed the address specified in the (howto) webpage but noone replied to
me and I also contacted other support addresses and I've got no answer.
Making a maillist is the first step in the creation process of a new
LocoTeam is it that complicated???
