Launchpad team subscription policy change

Hello all!

Recently due to a change in the Launchpad registry, LP no longer allows
subteams of a team to have a subscription policy of 'open' if the master
team itself is 'moderated' or 'restricted'.

Example to illustrate this:

Earlier setup:

~locoteams  <-- ~ubuntu-sa
(Moderated)	  (open)

Now the above setup is not possible, and ~ubuntu-sa is now automatically
set as moderated. If I set this back to Open again (I am a team admin),
then I get this message:

"The team subscription policy cannot be Open Team because one or more if
its super teams are not open."

I looked at ~indianteam as well (which was open earlier) and that is
also moderated now.

Do we need a revert of this change? If so, then I'll file a bug. I feel
that all LoCos should be open for everyone to participate. Moreover,
some teams have unresponsive team admins.
