They're only "forced" in that previously these teams weren't formally 
recognized at all.

This isn't a major change in policy.  Only country-level (state-level in 
the US) teams were allowed before, with previously-existing teams 
allowed to continue to exist.  Subteams were something that informally 
existed.  This policy is to guide very large teams that need to work in 
local groups.  A lot of major cities want to start their "own" LoCo team 
and this is counter-productive and a waste of resources.  Volunteers 
should be working together in a bigger picture when the only difference 
between them is the amount of vehicle traffic.

Now subteams can become independent, verified LoCos if extraordinary 
circumstances allow it.  A independent, unique culture almost certainly 
qualifies--but the LoCo Council isn't going around and making a list of 
cultures to include and exclude.  That's the job of each organized 
team--once they are large enough to work independently--to determine 
they need and bring the issue to the LoCo Council.
