apt-get upgrade doesn't upgrade the Kernel but dist-upgrade does

Hi,
http://ubuntuforums.org/showpost.php?p=11873556&postcount=227
That Sub-Forum got closed now because 12.04 is released.
I'd like to continue that discussion over here.
I'm now sitting with 3 machines, my main laptop and two test machines
(laptop and PC).
On my Test machines, I'm running Lubuntu 12.04 right now which is upgraded
from Lubuntu 12.04 Beta2.
I just confirmed and made sure that my note on the above link is true.
"sudo apt-get upgrade" will never update my Kernel unless I do "sudo
apt-get dist-upgrade".
I just need one person to confirm that :)
I'm upgrading the Kernel right one on my test PC from 3.2.0-21 to 3.2.0.24
by using "dist-upgrade".
On my test laptop, I have done that already last night following the same
approach because, again, apt-get upgrade never upgrade my kernel.
