First off, there is an [Ubuntu Local Community in Israel][1] that you
may want to connect with, especially considering they have probably
faced the same issue.
Secondly, this is not solely a Lubuntu issue. Sure, we have different
GUI tools to do this and that but ultimately "under the hood" Ubuntu
and Lubuntu is the same. That being said, it may be useful to ask in
Ubuntu circles what the appropriate command line solution is. If you
can figure that out, I'm sure we can translate that into an
appropriate Lubuntu GUI solution.
Now, is this only in the word processor or is this global? If it's
only the word processor, you might want to see if it has better
support for Hebrew. For example, I know of the package
`libreoffice-l10n-he` which adds some additional support for Hebrew.
If it is global, then you may want to try the alternative keyboard
layouts (lyx, phonetic, biblical). I have searched through the
plethora of options that `setxkbmap` offers (see `man
xkeyboard-config`) and I don't find anything particularly obvious, so
I would imagine that one of these three layouts probably has your
solution.
My guess is either that this is specific to a particular application
(in which case the answer may involve digging through its
configuration and/or complaining to the folks that make that
application) or that some existing keyboard layout or option provides
the answer.
It is possible that people just switch keyboard layouts. Sure seems
strange, but it's possible. If you look at the "Switching to another
layout" section in the aforementioned man page, you'll see you can
define hotkeys to quickly make this change.
I will note that /usr/share/X11/xkb/symbols/il seems to be written by
someone who has a better sense of Hebrew than I do, referencing the
"standard SI-1452." That being said, I my gut tells me they probably
didn't miss this crucial set of hotkeys.
If you discover the answer, please share with us! Perhaps even better,
add what you find to the [Hebrew Localization Ubuntu wiki page][2].
