atlas (3.10.3-13ubuntu1) lunar; urgency=low

  * Merge from Debian unstable. Remaining changes:
    - keep dh-exec for "Z14" var expansion and s390x arch-filter in
      d/libatlas3-base.install and d/libatlas-base-dev.install
    - bump default build to z13, with "cross-compiled" z14 build.
    - Enable z14 build at -march=z14, with cross-compile engine at
      -march=z13.
    - Add Enable-cross-compile.patch from IBM.
    - Add tarballs for z13 and z14 tuning.
    - Attempt to build for z13 and z14, install into vx and vxe directories.
    - Whilst neither z14 hw is available, nor cross-compilation, only vx
      optimized binaries are provided on s390x.
    - Import cherrypicked upstream patches to correct z13, z14 SIMD vector
      instructions.
    - Force running 'make check/ptcheck' to fix build on 'nocheck' profile,
      i.e. on riscv64

  * Rebuild against lapack ⩾ 3.11.0
  * d/control: remove Breaks on libopenblas-base, which has been removed
