Ok another thing just came up - the user that runs the worker (celeryd) needs 
to be able to write /etc/dhcp/dhcpd.conf.  Is that as easy as group write 
permissions being set up in the package or do we need something more funky?

I've not checked to see if it's a problem yet but this also applies to DNS 
config in the DNS_CONFIG_DIR directory.
