[Maas-devel] Custom dhcpd

Hi Andres, hi Scott, hi list.

This is an update I promised to send.  I now have branches ready for 
review, one against packaging and one against the codebase, that run a 
custom dhcpd and set which interfaces it should listen on.  This work is 
an urgent blocker so I would greatly appreciate review follow-up at this 
point!

Andres, you'll note that I simplified /var/lib/maas/dhcpd/*.leases to 
just /var/lib/maas/dhcpd.leases.  It kept tripping me up and the new 
form seems to work just as well.  I tried the basic will-it-run-dhcpd 
manually, though not a full run of a proper package yet.
