It seems jujud failed to start because of the empty constraints… 
unfortunally, if I try running juju boostrap --constraints "mem=1G" 
(i.e. using explicit constraints), the constraints argument passed to 
jujud is not empty and jujud is running succesfully after cloud-init has 
run… but something is still wrong with juju and the cloud-init-output 
log file (on the bootstrap node) is full of
