Docs for "MAAS 2.0" claim static-route support.

Hi John,

Thanks for pointing this out. Static Routes support is only available on
2.1+.

This seems like a publishing issue rather than a docs issue, provided that
the publishing of docs has recently changed to a complete different system.

I've raised this already.
