MAAS 2.3.0 RC1 no longer set proper BMC credentials at enlisting step.

Hi Andres,

Ok, I found out what's going on here.

Indeed, when using the provided image, with the old proxy setup from 2.x
series the cloud-init scripts can't contact our proxy (Don't really know
why), however, as soon as I used the peer mode where all my MAAS nodes rely
on MAAS as the default proxy they then became able to get a proper BMC
configuration.

This issue can so be considered as a user setup issue.
