Moving over to discourse

Dear all,

We are happy to announce that the community is moving over to Discourse
[1]. This will be the new communication platform for MAAS development,
latest news, announcements, etc.

As part of this move, we are excited to announce that the documentation
moving forward will now be maintained over in Discourse, allowing anyone
registered to contribute.
