MAAS 2.4.0 RC1 released!

Hello MAASters!

After a week of internal testing, I'm happy to announce that MAAS 2.4.0 RC
1 has now passed all internal tests and it is now available for general
consumption.

MAAS 2.4.0 RC1 is currently available in Bionic's Archive or in the
following PPA:

*ppa:maas/next*

*Bug fixes*
