  * d/gbp.conf, .launchpad.yaml: Sync from cloud-archive-tools for
    bobcat.
  * .launchpad.yaml: Comment out /etc/resolv.conf IPv6 address in lpci
    container if it includes % character as it causes tests to fail with:
    "netaddr.core.AddrFormatError: failed to detect a valid IP address
    from 'fe80::216:3eff:fee2:aa75%6'".
  * New upstream snapshot for OpenStack Bobcat.
  * d/control: Align (Build-)Depends with upstream.
