llvm-toolchain-18 (1:18.1.0~rc4-1ubuntu3) noble; urgency=medium

  * Make libclang-common-18-dev architecture dependent, mark profile and xray
    include files as optional on armel and armhf.
  * Build without clangd remote index support until the time64 bootstrap is done.
  * Don't run the tests for an initial build.
  * Disable libllvmlibc-18-dev on armhf, ftbfs.
