tempest + hacluster in gerrit

Good day,
Two charms moved into Git/Gerrit: hacluster and tempest.
There are still some cleanup activities surrounding both of these. The
sources of dev truth for these are now:
https://github.com/openstack/charm-hacluster
https://github.com/openstack/charm-tempest
We'll be working to clean up old repos and make sure things are sync'd and
pushed around accordingly.
A note on the Tempest charm:
This is a WIP/dev charm which does not yet possess amulet/unit tests. It
is technically a layer, and must be built before it can be deployed. We
are using this new Tempest (layer) charm to pave the way for our layer CI
and test automation in OpenStack Charms. Expect turbulence for a bit on
the Tempest charm.
