Deprecating this ML for development discussion

As we've already moved development under the openstack project, and we're
aiming for full project status under OpenStack big tent, I'm officially
deprecating this ML for development discussion;  Please use
openstack-dev at lists.openstack.org with the [charms] subject title going
forward.

We still need to figure out where general end-user questions need to be
targeted to - I suspect that this is probably openstack at lists.openstack.org but
need to confirm.
