I agree that this could smoothen the progression on this and as Jamie said it is not add a significant new cost for them.
That said I think this is ready for promotion then par [1] -> in Progress

  The placement service is an OpenStack project that is in the midst of being split out of the Nova project's code base.

  Package works out of the box with no prompting. There are no major bugs in Ubuntu and there are no major bugs in Debian. Unit tests are run during build.

  All are in main.

  [Standards Compliance]
  FHS and Debian Policy compliant.

  Python package that the OpenStack Team will take care of.

  [Background]
  OpenStack Placement provides an HTTP service for managing, selecting, and claiming providers of classes of inventory representing available resources in a cloud.
