  * d/control,d/s/lintian-overrides: re-generate files for rustc-1.83
  * d/p/prune/d-0021-vendor-remove-windows-dependencies.patch: update the patch
    to remove more Windows dependencies
  * d/config.toml.in: disable GCC backend and enable LLVM Enzyme
  * d/copyright: update copyright information
  * d/bin/cargo: fix LTO argument passing
  * d/config.toml.in: re-enable wasm-component-ld to avoid test regressions
  * d/config.toml.in: using the new option to disable LLVM binary download
  * d/p/ubuntu/ubuntu-enzyme-use-system-llvm.patch: new patch force LLVM Enzyme
    to use system LLVM
