auto-apt-proxy (16.3) unstable; urgency=medium

  * avahi: skip detection if avahi-browse is not installed.
    This fixes a regression introduced when the avahi support was
    simplified.
    Fixes: 7e781c13dcb9 ("Rewrite avahi proxy detection")
  * avahi: also catch `101: Network is unreachable` as a failure
  * Add autopkgtest for the case where no proxy is available
