  * Bump minimum meson

  * d/rules: Pass build architecture CFLAGS, etc. when appropriate
    deb-elf-get-needed-for-build should be built with the build
    architecture's compiler flags.
  * d/rules: Build deb-elf-get-needed-for-build unconditionally.
    This helps QA tools to detect whether we're doing it right.
  * d/salsa-ci.yml: Opt-in to being cross-built.
    This package has a non-trivial cross-compilation setup which we should
    verify in CI.
